The DRA is a public non-profit corporation acting on behalf of the City of Houston as the operating entity for the City's Tax Increment Reinvestment Zone Number Three (Market Square TIRZ). The DRA has a seven-member board appointed by the Mayor and approved by City Council, and the board shall be constituted of the same persons appointed to corresponding positions of the board of the Market Square TIRZ. The DRA is organized to aid, assist, and act on behalf of the City and the Market Square TIRZ in the development and maintenance of housing, educational facilities, employment, and commerce in the downtown area of the City. The DRA and Market Square TIRZ have contracted with Central Houston, Inc. to provide administrative assistance.
