• Provide security coordination function between private and public forces in downtown with 70% reduction of crimes 1983-present (ongoing)
• Participate on local Emergency Planning Commission (ongoing)
• Assisted passage of a more aggressive panhandling ordinance (2004)
• Planned, coordinated buildout, and furnished HPD Public Safety Center in downtown, housing Special Operations Division (1992)
• Assisted passage of aggressive panhandling ordinance (1992)
• Achieved double the number of mounted patrol and added evening shift  (1991-1992)
• Initiated disaster response planning to include private sector  (1987, 2001 and ongoing)
• Assisted implementation of mounted police patrol:  raised funds, constructed stable facilities and purchased equipment (1985)
• Partnered with Houston Police Department in implementing Downtown Security Improvement program (1984)
