Central Houston, with downtown stakeholders, established a business development program in 1994 to recruit new businesses into downtown and to encourage existing tenants to remain downtown. While highly publicized redevelopment initiatives are aimed at adding new uses and activities to downtown, the office market remains the economic engine of downtown.
